There is no such claim in the Bible.
By the time of Jesus there were mixed race Jews who likely had darker skin (Samaritans). These were looked down upon by the Jewish populations for being impure Jews. That’s what makes the “Good Samaritan” parable so startling the the original Jewish audience.
The name of Noah’s son Japheth means “fair”. He is likely the ancestor of the white people that migrated to Europe.
In order for what we know about genetics to be consistent with the Bible, Adam and Eve would have to have been “middle-brown” (containing all the information necessary to give us the variety we see in humanity today).
